Heads Up Frankie was made by Magic Power co. in 2008. He's a Frankenstein's monster type character dressed in a tattered and dirty looking business suit, necktie, and pants. He also has a pair of shackles attached to his wrists. His eyes light up, mouth moves, and his lifts his head up as he talks and says 2 different phrases.
